執行計畫

壹、計畫依據
一、 災害防救法第25 條
二、 行政院108年4月18日院臺忠字第1080173015號函頒「921 震災20週年暨莫拉克風災10週年之回顧與策進網要計畫」

貳、計畫目的
為推廣全國全民地震網路演練活動，提升各級政府及民眾地震災害應變能力，並透過實地就地避難演練(趴下掩護、穩住)，加強全民地震防災應變能力，並於網路流覽分享，擴大防災宣導效應，臻達全民防災之目的。

伍、辦理期程
一、活動網頁於108年8月27日起開放註冊。
二、開始演練時間：108年9月20日上午9時21分。
三、照片上傳分享期限：108年9月20日至108年10月20日前

陸、辦理方式及工作分工

一、註冊登入：原臺灣抗災演練網本(108)年度改版為「消防防災館」，以企業、學校、政府機構、非營利事業或個人身分分別登入註冊。

(一)舊會員既有密碼均無法登入，登入「重設密碼」並重新輸入原註冊之電子郵件，取得系統提供之新密碼登入，需修改密碼者，可再至會員專區修改密碼。
(二)舊會員遺失原註冊之電子郵件，以企業、學校、政府機構、非營利事業或個人身分重新註冊
(三)新會員註冊後，若未收到驗證信，可至「重寄驗證信」重新寄發。

二、事前學習：了解災害及危險評估，並利用消防防災館事先學習地震發生時
如何就地避難

三、演練方式：

(一)於108年9月20日上午9時21分，由交通部中央氣象局透過「災防告警細胞廣播訊息系統」發布「國家防災日地震警報」訊息,請所有參加消防防災館與註冊的機關、學校、企業及民眾,立即進行自主性就地避難演練，即採地震避難3步驟(趴下Drop、掩護Cover、穩住Hold on)，避難演練時間約1分鐘。
(二)本次演練請鼓勵各單位提升演練級別,即演練著重在立即性的生命安全防護，並鼓勵單位人員預想在地震發生當下，面臨緊急情況所能採取的行動為何，事前環境安全及避難路線規劃，並評估震後是否需要避難(可參考消防防災館、下載專區、防災文宣)。

四、演練分享：

演練後請將照片1至4張上傳至消防防災館與大家分享。

五、活動宣導：
(一)各機關及各直轄市、縣(市)政府於活動期間協助所屬相關單位於網頁活動連結，並配合張貼海報宣導。

(二)運用大眾傳播媒體或配合集會活動時協助宣導。
